Default 1996 DX Hatchback: CEL Light Won't Blick When I Try to Pull a Code

So I tried the paper clip trick in the blue harness near the ECU. I turn the car onto 2nd level: the SRS blinks like once, but the CEL doesn't blink at all. I've searched this forum and other forums came up with a couple of theories:

ECU is in recovery mode.

or

Something is Burnt

Extra Info:

Cluster does not work, (i've tried 3 different clusters already, all working FINE.) i'm guessing it's the speed sensor?

above the valve cover is the filter manifold thing... and under it is a plug with a round harness but doesn't go anywhere.

Between the valve cover and the manifold theres a square harness with wires, but a red one is sticking out, i have no clue what that is.

etc: my radiator's reservoir was boiling water to the point where it started to boil out of the reservoir...it got ridiculously hot. I had half a reservoir of water in there, and this morning it was almost all gone. I'm guessing its a clogged hose...but could there be a problem in the radiator causing the CEL to turn on?

it'd be great if i can get some help on this...i need to smog my car in like 5 days to get my sticker, or else im kinda expletiveed.

So is the your speedo not working or what? Sometimes you have to really push the clip in the connector. Some pics of the plugs in your bay would help others to you out also.

nah, lol the WHOLE cluster dont work at all...well tach, and speed the CEL SRS OIL BREAK SEAT BELT and others work
blinkers work too... the fuel meter works and sometimes the temp

but as for the speed and tach, NEVER worked...

tried replacing it with my other clusters...same thing

Almost sounds like some grounds are loose, some sensors arent plugs up, or some possible shorts. I would chek the vss sensor and dizzy out, and some grounds.

he meant dizzy, out was just a part of the sentence. the dizzy is the thing where your spark plug wires are connected to on the side of the motor.
