The ride height isn't the only thing to consider. There are other factors that are much more important.

You're not going to find anything worthwhile that meets your criteria for that price.
Frankly, if you only have $400 to spend, you should probably be looking at used quality suspension products in the Honda-Tech Marketplace. That's what I'd be doing. I'd rather have something worthwhile used than a brand new piece of garbage.
If you wait and save up another $200-300, you open up a lot more possibilities.
