ls/vtec question
Okay, definitely need some help on this because it's well beyond my scope of engine knowledge. I'm thinking about buying a crx with a semi built ls/vtec in it. The mods are as follows:
'94 Integra ls block bored .25 over, block brace, Arias 12.5:1 compression pistons, type r crank, forged rods.
B16a1 head with full port and polish, skunk2 valves, crower valve springs and retainers, integra type r im, Crower stage 2 cams, STR adjustable cam gears, Toda timing belt and tensioner, and RC 320cc injectors.
All bolts have been replaced with ARP and it also has a Walbro 255lph fuel pump.
Right now it's got a chipped obd0 p28 ecu, but he's also including the Hondata S200 package.
Right now it wont start due to faulty distributor and he just wants to sell so that he can put money into his turbo coupe. He said that when it did run, it the valves ticked really loud. He said he tightened several times with no success, but later found that the valve ticking was due the the skunk2 valves and 3-angle valve job that was done. Could this indeed be the cause of the ticking? Would that possibly be an issue that I need to worry about?

Is there an "easy" way to tell if the noise is coming from the bottom end, or is it just a matter of <U>really</U> listening to tell where it's coming from? Sorry, I know, I'm a NOOB.
Not to be critical of the situation, but if this is beyond your knowledge you have no business buying a motor like this. Do a lot of research, find out which direction you want to go and then build it yourself so your not getting some mystery motor and you will know what your motor is all about.
