Default 1998 V6 Accord Catalytic Converter Question. California emission.

Back Ground:
I helped my friend bought an 1998 Accord. My friend doesn't know anything about cars so basically I'm on charge of "buying a car, pass smog, little mods, and maintenance"
This's the first time I'm working on honda so... Kinda new to me?

The car
1998 3.0L v6 coupe EX White 110k miles. Spend $5000 so far...

Problem
Anyways, here's the problem. Car came with the check-engine light on. It was EGR inefficient flow, So took the intake mani off and cleaned the hole. (Common with Californian Accord I guess? Honda even had an official pages for it) Problem was fixed. But next day, Check-engine light came back on and it was P0420, Bad Catalytic converter. I never deal with OBD II cars so far, I don't know if I should use an aftermarket catalytic converter. But OEM Cat is too expensive and crazy.

Question
Where can I buy cheap aftermarket catalytic converter that will pass California Emission test other than OEM honda? direct bolt-on, no welding.

Don’t bother with a Honda dealer all you do is get ripped off! I have a 02 V6 coupe accord. I had to replace my cat converter as well. I went to a near by exhaust shop and I've got mine replaced for $145 with a Hi-flow converter and labor. All he did was drill a hole for the Oxygen Sensor on the converter and installed it. Honda dealer wanted to charge for about $450 for just the OEM part....pfff screw that. I've done it with fraction of that price and My exhaust breaths better now too. Passed Emissions and Inspection as well. I recently moved to TX so had to get it done. Good luck!
