Default water in my oil (could my block still be good)

I just took a head off a d16a6 which was a replacement motor i never used and i found a small amount of rust on one of pistons then when i removed the oil pan i found some milky oil in the pan so could someone tell me what could have caused this and could it be the block if so how do check for damage also what can i use to clean the oil out of the block and head thank you

Could have been a bad headgasket....worst case would be a cracked sleeve visualy check the sleeves...as far as cleanin the pan and such I would get some carb cleaner a hose and an air blower
