If you get the foglights designed for the same chassis then they will fit. What other bumper would they fit in besides OEM?

You have to cut your bumper. The foglights should come with instructions, or you can get them http://www.handaaccesories.com
You have to use a 40mm hole saw, a drill, and utility knife to cut the bumper. Your name says 00 civic in it...so I'm guessing you have a 00 civic. It's pretty involved. Be careful. Dont cut too much or you'll have nasty holes and cuts showing in your bumper. If you cut too little, it wont fit well. Follow the directions carefully, and it will go smoothly. Dont try to blaze any trails.
