Default Integra Dash Question

I am doing the swap into my eg hatch and I have it the cluster swapped over, but now i have a problem. The tach, spedo, lights work, but the cluster lights do not work. Also the hazard lights do now flash, they just stay on when the button is pressed. the head lights come on and the high beams also but the hazards are not working correctly along with there are no cluster lights. The cluster is from a 99 integra, but I cant find out why the rest of the things would work and these would not. I checked the fuses and also the headlight switch and they all are fine. Someone give me an idea because I am swamped.
