Speedo Problems, checked all wiring and VSS. now im stuck....

Speedo Problems, checked all wiring and VSS. now im stuck....
Here is the short story and the cars.
Mahlon: 1994 Integra RS
Eddie: 2000 Integra Type R
Okay, i had a GSR cluster in my car, and he has a JDM ITR. He wanted to swap me even up for clusters. Everything worked fine on my cluster because i kept my original green film. His fuel gauge didn't work because he used the JDM green film (from a different year). So we swapped and i switched my green film onto the ITR cluser and his to my gsr cluster.
His car was out of commission for a while because we were doing a motor swap. So he just got his car back out and running. He only has a b18b in it until he figures out what he is doing with the car.
ANYWAYS, i installed the jdm cluster into my car, everything works fine. He has the gsr cluster in his car and the speedo and the fuel gauge aren't working.
I met him today, and i put the ITR one back into his car. Still didn't work. Then we put a new VSS in his car, still doesn't work. Then i put that new VSS into my car, and it works fine.
So my question is, WTF is wrong?
Changed and checked VSS's.... Works, both clusters work fine also.
My car = No CEL's
His car = Lots of CEL's. (has some stuff unhooked for turbo)

So im guessing it's an o2 sensor, and some other little things. Nothing that should effect the mph though.

--- Any speedo in his car isn't working. I put both clusters in my car, and they both worked. I also put his VSS in my car and it worked.
