That's all the more reason not to need a front plate, unless you're installing a Thin Blue Line plate.
You'll need 10, 3, 32 and the bolts (31).

You can actually just screw in just using 10 as the bottom piece just provides extra support. When my bottom piece rusted away I just screwed the plate directly into the bumper.

LOL, sounds like my buddy Keyon, he had a warrant for I don't know how many years, and just dipped every time he would get pulled over, crazy ***... always got away too.
