I looked up that part at hondapartsdeals.com for a 99 si and its item #10 in the link below. Its called the dust seal B, change. I'm pretty sure that dust seal is the same for all 92+ civic d-series and b-series shifters.

Is your **** rattling too?!? My shifter rattles when I let off throttle, and pretty sure its that piece. I have replaced everything else (shift linkage, shift bushings). ***** annoying.

I never knew what that piece was called. I'd kill to get a new one, seriously
