When I bought my car, the bumper insert wasn't painted.
Which one looks better?

neither, brown looks weird. I'd just paint the insert black and call it a day.

yeah its supposed to be black and it looks best black. so leave it!

edit: when they paint the black it looks like a cheap paint job was done
