Default timing belt broke, need some help

I have a 91 Accord 5 spd that I am trying to replace the timing belt , balance belt and water pump. I have taken just about everything loose and was going to find TDC . As I started turning the crank shaft, I noticed that the distributor was not turning at all. I can use a wrench and turn the camshaft and point the rotor to #1 spark plug wire, and I can line up 0 on timing pointer. Am I missing something?

I think you "could" spin your camshaft (with the help of a wrench) to TDC, and then do the same to your crank, align everything and you would be good to go.

Check out the Tbelt replacement thread made by TouringAccord.

The motors are practically the same and that is a step by step guide on doing it. Hopefully that helps.

Also keep in mind that motor is an interference engine, and has a greater risk of bending stuff in the event of a tbelt snapping.
