Default tuning questions

I have a 2001 GSR with an OBD1 ECU. im now looking into building the head and tuning. Im wondering what EMS i should use( based on tunability and budget) for running 01 ITR cams, supertech high compression valves, a mugen headgasket, and a set of Toda cam gears... will also be upgrading the valve springs, and replacing valve seals, guides, retainers, and replacing the timing belt.
should i go with an aftermarket timing belt since i will be running a higher compression and probably turning higher RPMs? basically Toda timing belt vs. OEM.
would a P&P job be worth the money and the down time? i have heard to get the most out of any bolt ons i should look into port/polishing the head. Is the stock port job really that insufficient?
