code 16

i have a 1991 civic hatch stock. i dont know the engine but its giving me a code 16 and it wont start.

Usually code 16 is associated with main relay problems..

thanks but i already got it running it was a bad fuse. i also had another question, my car is running very rich cause the exaust is blowing white smoke and it smells bad like gas fumes, i dont know how to make it so its not so rich i know the idle screw has to do with it but its all the way closed. anything else i can do?
