so you are running a stock p28? why?

sounds like you have a vacuum leak.

my civic had the same problem, but only when its cold outside. its either a vacum leak or theres a valve right beside and under the intake manifold, its a little metal plate that has 2 10mm bolts in it, take that off and theres a little ball bearing like thing, push that down and spin the plastic piece that can only be spun with the bearing thing pushed in, its spring loaded so it may be kinda hard to tighten it. i have no clue what the valve is called and im running a b18c1 block out of an integra GSR and a b16a2 head so it may not be anydamnthing related to you so this reply may be completely and udderly useless to you... Its way more common in acuras the problem I had was...
soooo more than likely a vacum leak.
haha.

check your fast idle thermo valve and make any necessary adjustments. make sure your IACV is functioning and that there are no vac leaks. that should fix your idle problems.

then get the ECU tuned.
