Default Fluttering Sound from interior

Strange question i know but there may be other things involved in this.

Usually this fluttering sound happens when I'm going 75 mph or faster. It comes from what I think is around the steering wheel or the left driver vent. I honestly cant tell exactly. I'm thinking it is one of two things, maybe the fan becuase when im going fast it flutters, and only what going fast. But another experience made me think otherwise, if i have the left vent "open" to the outside air, that sound doesnt happen. Maybe some sort of insulation behind the vent is fluttering? I'm not totally sure, anyone else ever had this sound?

This is the sound. Seperate your teeth a little and blow out, while rolling your tongue really fast. Sounds almost identical to that.

Thank you all your help!
