Fuel pump not coming on.

When I put my obd2 to obd1 jumper on with the p28 my fuel pump wont come on. This is the second ecu I've tried. Is it the jumper?

Have you tested the main relay yet? When you say second ECU, do you mean you tried another OBDI ECU or an OBDII one?

I tried another p28. I also tried a obd2 ecu and the pump came on. I think its the jumper. I just wanted to see if this has happened to anyone else.
