Apply clear coat again or just polish it all off?

Apply clear coat again or just polish it all off?
So i traded my ls mesh rims for like 2 month old rota gt3's. no scratches or curb rashes. but the only problem is the the clear coat is coming off the lip. should i apply clear coat to them or just polish the lip?
