car chugs in low rpms, something is NOT right

ok so i nearly ran out of gas on the way to gas station. before I got there car began chugging.. as if its not getting gas. So i put some fuel injector cleaner in there and after some driving and COLD weather it got better.
one misty morning the chug came back
another night it was raining out HARD and the chug came back
tonite was a misty wet nite and the chug returned.
Its usually in the lower RPM's of any gear and around 2000 seems to pop out of this funk
this chug could be called a BUCKING perhaps? like driving and tip tappin on the break every half second

start your car and mist water over your cap.. and see if it makes the car stall. if so, you probably have a cracked cap.
or, if you want, when its dark pop the hood and see if you see any blue sparks, if you do you have bad wires.
