You need to find out for sure what you have, otherwise we can't do much help just guessing.
Here's the correct link

ok yeah someone told me i have obd1 cuz i just sent them the code it has on the motor and said its impossible for me to pass emissions ... plz tell its not tru
???
???
you gotta have all the correct emmisions crap hooked up to pass , crank angle sensor , knock , and the right ecu for the car. I jut went through last friday and passed with an f20b in mine so it is possible.

In general, this means all 1996 model year cars and light trucks are compliant, even if built in late 1995.
Two factors will show if your vehicle is definitely OBD II equipped:
1) There will be an OBD II connector as shown below, and
2) There will be a note on a sticker or nameplate under the hood: "OBD II compliant".
Where is the connector located?
The connector must be located within three feet of the driver and must not require any tools to be revealed. Look under the dash and behind ashtrays.
Those are the reasons on how you have a OBD2 car, and when i run my emissions test i would always do a fresh oil change before the day i run the test, change my spark plugs, air filter, spark plug wires, run sea foam, and i run my car hard 30 minutes before i do my test so that my Cat is completely warmed up. Good Luck.

from the mods you have, you should be fine. As long as your car isnt smoke black or blue from the exhaust lol. But I mean my friend has a D16y8 motor turbo charged in his civic and he had a test pipe and ran his emissions with a apexi n1 exhaust and he removed his light bulb from his gauge cluster from the cell he was getting he still passed with flying colors. And i have no idea how he pulled that BS off but anyways, can you show us a print out of your emissions results? or tell us what did you get?
i would say all the tuning would probably relate to your problem. if i was you id go to another shop to get smogged you know it may cost you a little more if you know what i mean.

hey i kno chicago_boosted_si in person and well i seen the paper and it said it failed to communicate with the ecu ... we looked at it and tried figuring out what it was and didnt come to a conclusion
u wouldnt kno anything else that would be wrong with it

yea, as stated before..its an OBDII car...the connector is right under the fuse panel under the dash...when they connect to it, they get readings...but since his **** is OBDI its not going to able to communicate...

OBD2 needs to stay OBD2 for emissions.
Otherwise you fail inspection.
OBD2 reads and emits data for the second 02 sensor and Evap purge solonoids (yes, there are more than one). OBD1 ECU's do not emit this data, because OBD1 cars dont have that data port. Its that simple. Without an OBD2 ecu running the car, state inspections' tech's will not be able to read your ECU's emissions data.
Heres the catch 22:
Because you bought it boosted, the OBD1 chipped ECU was probably tuned for the motor. By removing it and replacing it with an OBD2 ecu, 1.) The motor will run like crap, and put you in danger of blowing it up, and 2.) You may have CEL's because OBD2 is a bitch to work with, I can testify first hand on that. With 19lbs of boost @ 355 hp(as said in advertisment), running an OBD2 ecu would most likely throw you CEL's for running lean.

what you'll have to do to pass Illinois plug-and-test emissions testing. (I've done this many times, did one last night)
I'm not positive what Indiana requires for testing, but getting it to pass in illinois is not as difficult as some make it sound.
remove OBD1 ECU and jumper harness, install OBD2 P2T
set boost to 0psi or replace uppipe with shorty intake and run a fine screen on outlet of FMIC. (crap tends to get in there, especially with the weather we have here in chicago)
replace the current 750cc injectors with factory 240cc injectors.
drive the car like that for a few days to clear the readyness flags. CEL should not pop up. You may need a secondary O2 or simulator if there is no cat.
have the car tested. - passing results
reinstall all parts to original form.
