lock actuator? locks not working

lock actuator? locks not working
i have a 94 honda accord. Power door locks dont work, none of the doors respond. Have checked fuse, no problems. Switches seem to work, you can here a click coming from both after pressed. Could it be lock actuator? and how come none of the locks respond?
