Default Best set up for street?

OK, i have a 91 CRX HF and i want a combination of good handling/ride comfort. So that means i'm not going to go urethane bushings all around because i know those harshen the ride. I have Eibach sportlines and KYB GR2 shocks and nothing more right now.

I know i need a rear sway bar along with front and rear upper strut bar. That's a given. My question is, do i also need lower front and rear tie bars along with front sway bars? I heard somehwere that for Hondas, you don't really need a front sway bar and/or a front tie bar because you want the rear to be stiff to induce more oversteer. Is this correct? So for you experts out there, which of the three i mentioned do i need or don't need for a good handling car?

Thanks in advance.
