Default 2001 Accord gas fume smell under hood, also code question

Hoping for a couple of good suggestions here. I briefly had this car hopped up. Header, cold air, venom chip, plugs, wires, exhaust, fuel pressure regulator. I had a child and needed this car to be the good family car. I put all stock parts back on except for the plugs and wires. Ever since I put the stock fuel pressure regulator back on, I smell gas fumes under the hood. I am 120% sure that there is no actual gas leaking or dripping anywhere. What could this be from? Also, I had hollowed the cat out a bit ( dumb) and of course it threw a code. It's been a long time(like a year) and I'm tired of looking at the check engine light. The sensor is fine and I even got one of those deals that screw in the bung hole on the cat to pull the sensor out from the air flow a bit. I forget the code, maybe P0420. I remember it was something about flow exceeding threshold? Any suggestions other than buying a new cat? I have done the battery thing and all the other tricks. Sometimes the light stays off for a week, other times within 30 miles it's back. Any suggestions, pleeeeease? Thanks!
