Default Clutch Adjustment - Wheels Turn

1990 Civic SI Hatchback, stock except struts, springs, and rear sway bars.

I installed a new honda clutch and noticed that when the car is on jack stands and in neutral, the wheels turn. Is this normal? I adjusted it to where they don't turn too fast (how the hell do I describ "too fast"?) but now the clutch doesn't feel as good as it used to. Ideas or suggestions? Thanks!

yes it's normal. clutch adjustment wont change that.
