Not a car person, sign in just wanted to know what do i needs??? To do a MAJOR TUNE UP for a 2000 Honda Civic si???

Take it to a shop, and tell them to do a full-tune up.

https://honda-tech.com/zerothread/1347699 has lists of places to take it to. Just scroll down and look in the california area, and then probably check the other pages, as they might have more places. Good luck.
