well go with a 2.25" high flow cat so everything is the same size.

I ran a test pipe on my daily driver for a couple of months...you get that annoying "buzz" at certain RPM's, overall loudness, and exhaust fumes galore.
I got a high-flow cat and it cleared AALLLLL of that up

don't get a test pipe... it's not worth it. besides, a good high-flow cat is just as good. you theoretically only gain 0-1hp with a test pipe over a good high-flow cat.
i'm pretty sure most magnaflow/carsound cats are legal and will pass emissions.

I got mine off of eBay for ~$75 shipped...I'm PRETTY sure it's 50 state legal, but I'd double check just to make sure. And make sure it's a Magnaflow/CarSound cat, alot of people sell short resonators as "high-flow cats".

what length high flow cat would i need? since it's a b-series header the length from the header to the exhaust would be different compared to the stock eg exhaust.
Measure it to find out (or is the motor not in yet?)
I wanna say mine was 13" in length, but I just added it into my test pipe...but in your case, if you take it to a muffler shop, they'll add the piping in to make everything line up straight.

Looks kinda half-assed and beat up to me...and I'm not a big fan of that design of muffler (would look weird on a Civic).
Dude, seriously, get it done right the first time...otherwise you'll regret it.
1) Get a decent cat-back if you don't have one
2) Get a high-flow cat
3) Go to exhaust/muffler shop and have them put it on/weld it up.

That style muffler doesn't look actually that bad, and would look somewhat stock. Oval Magnaflow's sound pretty good, for $150 for that exhaust that is nearly the price of the muffler itself.
