Engine cannot rev pass 4000 rpms?

Hey guys..
I have a 1994 Acura Integra Gsr....Can't seem to figure out the problem.
The car starts/idles normal....but cannot rev pass 4000 rpms.
Makes a disctinct gagging noise...so it doesn't reach to 4000 rpms smoothly..more like lagging power.
What can be wrong?

No CEL.
Not so certain how to check if the vehicle is in limp mode other than when the CEL turns on and the engine cannot rev pass 6500 or so.
Tried checking for any Codes and no CEL flashes.

did you mess with your TPS & MAP sensors? If you did, swith the tps & map sensor plug because i had the same problem, when you start it, it idles good but wont pass 4k when WOT. i dont know if itll fix your problem but just try it out.
