99 accord.Brake lamp on. left brake/tailing light can be turn on, just not brighter when i hit brake

99 accord.Brake lamp on. left brake/tailing light can be turn on, just not brighter when i hit brake
the brake lamp on dash board is on.
both brake/tailing light can be light if i turn on the head light. but when i hit the brake, the left brake/tailing light is not getting brighter (the right is). does it mean the brake/tailing light bulb works? but what is wrong? btw, the left brake/tailing light will not light if i hit the brake without my head light on.

thanks, exactly. i was so confused last night coz did not realize it's a two filament bulb.
$6 bought a pair of the bulb from advanced auto, replaced the burned one. and the brake lamp on the dash off immediately.
