but it comes with every thing unlike most kits and you just bolt it all on

248 seems a bit low, but numbers are numbers. Most seem to make between 270-290 depending on support mods. There are quite a few guys running the Greddy kit on other forums. For what it is (all in one package that is CARB legal) it is a decent kit from what other owners have said.
The kit is a bit deceiving, most kits do make around 280-290 with just the out of box install. But the emanage ultimate is just a glorified piggy back. And also the reason it does make that power is due to how rich the car runs, and how much timing is advanced because of how much fuel is put through. If you get AEM or KPro and lower the fuel ratio to right level and making timing go back accordingly you will get around 250-260. I think personally you guys should think about other kits if you want more power, but for sub 300 hp levels and being carb legal its ok.
If you are on S2Ki.com, and you have read anything about the GReddy turbo, you probably have heard from Chris Lum. His car, with the GReddy turbo, a boost controller set to 10psi, and a catback exhaust is pushing 299.7whp.
I know Chris personally, and I can vouche for his car. It certainly boogies

It just comes down to what people want. Want a kit you can bolt on in a weekend, not worry about getting a dyno tune, and stay carb legal, while adding some decent power, it is a great option. But yes, for more money, time, you can make a LOT more power. LOT MORE.

The thing is, why go turbo to make still less than 300whp?

What is Chris tuned with? 299 whp at 10 PSI is pretty weak IMO, especially because the Greddy turbo in that kit isn't that small as I recall.

He is using the GReddy E-Manage Ultimate that came with the kit. It is mapped for up to 10psi. So he just added the boost controller and is running it at that level.
Obviously you could run a much more agressive tune, and get better numbers. You could even modify the kit to get better numbers, but that isnt the point. The idea behind the kit is to have something on your S2000 that is very streetable. That is comeplete. And most importantly is fully CARB legal.
They saw a market for people that have to deal with smog, and they have met that market with great success. I am sure if they wanted a non-CARB friendly kit, they could of made a lot more power...but again that wasnt the idea behind this kit.

geeeez...is that 1.75" intercooler piping?? Looks about the same size as the radiator hose!
I am 100% sure the Greddy kit is nice & EZ to install, but if you want to make some real HORSEPOWER I would go with a FULL-RACE kit or something similar that can be upgraded without being replaced.
Is it CARB legal in California??

For a 4K street price, there is no better turbo kit for the price. Go buy a full race, then tell me give me a copy of the bill. It's a business, there are different markets. Why did you buy a Honda instead of a Ferrari???? The greddy kit is obviously not aimed at people who want to make huge power, and it's not a kit that will break your wallet either. It's aimed at people who want an extra 60-80whp in a CARB legal setup. It's already sold MANY people on the CARB legal aspect alone. This is the ONLY Carb legal turbo kit available for the S2000. There are a few other high power options out there already. In no way is it garbage. Business is business, obviously you don't understand that.
