Are you running any type of lowering suspensions and/or after market sized tires/rims, etc? If so, then list all the specs and which year, make, model of car it's on so we can try to help you more thoroughly.
... Just a thought but I recently had some weird sounds when I made sharp turns and it turned out to be my sway bar bushings being worn out but then not sure if that would cause a 'metal to metal' type sound like you are hearing. Maybe a mixture of both rubber/metal possibly.....anyway....

I have the same problem, the tire is rubbing ithe inside of the wheelwell(sp?). If you take your tires off you will see where it is rubbing.

Fender liners are known to fall down from time to time. They are only help on by small plastic clips.

In any case, why don't you post your set up. Like what car you have, what modifications you have done to the wheels....etc

Don't forget to tell us your tire size. That's important.

What size tires?

And yes, harm can definitely happen.
