As soon as your account becomes fully active, you'll be able to PM people. You'll also be able to post in the Marketplace at that time. It's not a personal thing, it's just a way to keep out scammers and spam bots.

 

so how long does it take to become fully active?

i dont take it personal. i know all about spammers and ish. so i understand that. just frustrated i cant get ahold of him. cause im rly interested in the rims he has up for sale.
