How come I have seen several people who've said this when the first picture (left) is the stock grounding location?

I agree with you Craig, the head and block are made out of aluminum... not a good conductor
Edit: Do you have OIL in that motor or is it the video sound???

That is a JDM throttle cable bracket. As we all know, JDM cars are RHD. Therefore the throttle cable is on the other side of the car. This makes routing the throttle cable different when compared to LHD cars. With a RHD drive Civic/Integra the the cable goes around the front of the car, up the passenger side (RHD passenger side) and to the TB.
Also, with regards to the topic of this post, Toda A cams are supposed to idle like stock cams. The primary and secondary lobes are nearly identical to the stock cam profile(s).
