My 99 civic lx (slow non-vtec 4dr) just started doin the weirdest thing and I need to fix it soon, legaly. The problem comes and goes, but happens more often than not. I noticed that when I steped on the breaks my turn arrows would dimly light up. I found out that my runing lights work but when I step on the breaks the running lights would compleatly shut off and my hazard/turn lights would light up. It only does it when my headlights are on to. Until I fix it I'm driving illegally because tecnically I have no breaklights. I can't afford to pay some electrician a bunch of money to fix somethin I'm sure is some little thing. Like I said it isn't all the time but most of the time

 

Check the tail light ground to the chassis at the rear of the car. I just had this same problem on a 2002 RSX-S and the ground at the rear was poor. Good luck.
