Take the bumper-cover off first- in this order: wheel-well screw, underneath the chassis screws, then the bumper retainer bar in front of the hood latch. Then remove the bolts in the wheel well which connect the fender to the body.

That's pretty much it. No other way around it; you've got to remove all the bolts.

There are a couple tricky locations...One at the top corner of the fender, you have to open the door just the right amount for you to get a wrench on it. Also theres one hidden under the trim at the bottom of the fender. Other than that, just make sure you disconnect the bumper from the fender, remove any remaining bolts and it should be free.
