Very high, actually.
'92-'00 honda civics don't exactly have the best in ambient condition sealing. I wouldn't exactly leave my laptop back there for a month during spring.
So when it's all wet 'n such outside and you got a crappy seal to your trunk inside then in the end you wind up with slight weathering inside the trunk. This slight weathering over the course of some time can rot the seal on a tire - making it not hold air.
There's a certain recommendation on how long you should wait before putting a new spare in and chucking the old one - though I don't know what that is. It's just one of those things you have to deal with when dealing with lower end cars such as 5th and 6th generation civics.
As far as tubed or tubeless - they're tubeless.

is there any fix for that?</TD></TR></TABLE>
You'll have to find where the water's coming in.
It could be the taillight seals, an aftermarket spoiler (if the holes are within the trunk interior instead of through the outside edge like the stock one), the trunk seal or through the rear window.
I'd have fixed mine by now, but mine if in the top of the rear window about six inches down. That means I need to buy a new inner seal and get the window glass removed and reset. If it breaks, I'll have to pay for a new piece of glass. I'm picky and want OEM (don't care what you think, but it'd bother me not to have that stamp), so that'd be a $320 piece of glass.
