Im not sure the exact laws about smog in ontario however in CAlifornia the engine using all smog devices which are stock must still be used basically you must use the obd2 ecu and have the diagnostic connector Your car will have to pass smog for the year of the vehicle the engine came out of.

As far as the o2 sensor. Yes, you must have this also. You will throw a check engine light which will cause you to fail smog.

To actually prepare the vehicle to pass smog for obd2 in a 91 honda will not be an easy task be prepared to go the extra mile. You will probably save money and time by selling your stufff and swapping to obd1 instead.

Usually they run the engine #s and know where the engine came from therefore you cannot convert an obd2 to an obd1 legally.

Im telling you, its probably not worth the hassle.
