To pass smog with a 98 LS, can I use any year LS bottom end with any year LS obd 2 head?
98 integra LS, want to do a legit smog. what options do I have? JDM bottom end a possibility? TIA!

The rule is same year or newer. Not that all tech's would know how to check it.
JDM... well again not all techs would know. If you were to BAR it some ref's won't do any JDM, some will.
So I take it you don't want to go to the ref and BAR it.
So same or newer for regular smog's
JDM = Referee most of the time.
