Default Valve adjustment on 97 civic

Hi everybody. As i honda civic owner, i love that forum. I've learned o lot thourout it. So, Thank everyone that contributes. I have several questions. I want to change my timing belt . Do i have to take crank pulley off to do that? i have read so far that it can be very difficult at times if you don't have the right tool. Also is it a good idea to adjust the valves since valve cover comes off? Haynes manuel says two different things . On the maintanence part it says it should be done every 60k miles. One the other part it says it is not needed if no valve job is done . If i consider my engine is little noisey i am thinking it needs valve adjustment. It has 230k miles on it. What is your suggestion? Do I also need to replace the valve cover gasket and/or use some sealent? I appericiate any help in advance.
