No it doesn't.

If you're looking at a spec. sheet for an engine, and you see:
<TABLE WIDTH="90%" CELLSPACING=0 CELLPADDING=0 ALIGN=CENTER><TR><TD>Quote &raquo;</TD></TR><TR><TD CLASS="quote">160 hp (118 kW) @ 7600 rpm</TD></TR></TABLE>
... it means that the engine is producing 160 horsepower when the engine is running at 7600 revolutions per minute. Sometimes it relates what the maximum horsepower is for the engine over the entire course of the power-band, sometimes it's just rpm-relative for people to reference the power-band directly at a certain rpm.

Shifting is determined by numerous factors, including:
current speed
ideal speed (cornering)
weight transfer
and a few other things...

Basically, there's no "easy" way to tell when you should shift, as there are WAY too many underlying factors to that decision.

7,000 RPM's. If you look at your gauges, it should have a bold red line right at 7,000 RPM's.
