My engine is making a whining noise near where all my belts are. its a 95 civic si stock d16z6 motor. and it has 144k miles. I just wanted to make sure if its one of the belt or something else. How do i know which belt is going out if it is the belt or is it best just to change them all.

it probably your alternator belt, but then again could be your power steering, or ac belt. reason its making a whining noise is because its not tighten, or could possibly have some liquid on it.. hope this helps

Probably would be best and cheap insurance to replace all, but if its while you turn the wheel its power steering, if not that more than likely alternator. Are your lights dimming when it happens?
I also had a whining noise coming from the same location you are talking about. I replaced the Idler pulley and the whining noise was gone, the grease in the pulley dried up.
If you replace the pulley dont get it from Auto Zone cause its plastic. Buy it from Advanced Auto Parts or the stealership because they are metal.

If you take off the belts off one at a time then run it after to see if the noise is gone, also check all of the pulley first with a stethiscope to see if you can pin point which accesory it is.
If the noise is still there with all the belts off, Check timing belt tension, and all of the puellys.
