90-91 Honda Civic/Crx's have door mounted seatbelts as well as 89 Dx and Si Models. Honda's correct procedure and expectation is for you to have your door mounted seat belts buckled up at all times. You are suppose to get out of the car with the seat belts still buckled up. You have to weasle your way under the seatbelt it can be done but is a bad design. The 90-93 Acura Integra perfected there seatbelts by having them slide up and down on the pillar.

Anyways to get your Seatbelt Retractors replaced and warranteed if weak you will need to have your seatbelts bucked up both passenger and driver side and drive up to the Honda Dealership Service area get out of your car in the procedure I just mentioned and show your issue. Even with having family working at the local dealership and friends I was denied to get mine waranteed and was takin up to a regional manager and got the notice in the mail of the correct procedure for the 90-91 Civic/Crx Seatbelts
