Check engine light is on and not steady RPM

Check engine light is on and not steady RPM
My car got two problems, the first thing is when I down shift my gear, the check engine light is on and the car is not running smooth. Can anyone tell me what happen? Also, everytime after I drive for a long time, when I shift the gear to neutralm, my RPM going down to 800 something, then further down to 400 something. Sometimes the engine will even shut down. Can anyone tell me what happen? Thanks

Find out what Check Engine light you have, and go through these
