Default 3rd Brake Light.

I have a 1990 Ex coupe, and the 3rd brake light will not stay on. I tried replacing the bulb but that doesn't work. If I mess with pass. rear brake light sometimes it will come on and then go back off again. I don't know if there is a short or a loose ground or something. I have tried a VM, and Test light to figure out the problem but nothing works. Can anybody help me.
