Default Car will not start w/ out putting gas in spark plug holes?

I cannot get my friends 91 hatch with b16 swap to start after sitting for like a year. It starts fine and keeps running fine after I put a little gas in a each spark plug hole. What could be the problem?

1. If it's been sitting a year, the fuel lines may not be primed, turn the key off, then on, repeat 15-20 times, this lets fuel get to the engine
2. Possible blockage in the fuel rail or fuel lines
3. Check the fuel pump is working (you can here it prime when you turn the key to 'on')
4. Check injector voltages
