how do u know how many shims(washers) to put in the trans under the gears?

Default how do u know how many shims(washers) to put in the trans under the gears?

i have 2 bad spare transmissions so i took the good gears from one and the good diff from the other one and made 1 good trans. but when i put it all together the shaft was real tight to turn. so i figured i would take 1 of the 2 shim washers out from under the gears. so i did and its better now but still a lil tight to turn , i dont know if i should take the other shim out or if its needed for some reason. does anyone know? they are d series cable trans. the shims i refer to are under the gear set where the snap ring goes when u put the case back on. it seems as if i should take the last shim out but u dunno
