Default car wants to die when driving

i have a 97 gsr just rebuilt the motor has about 2000k . at WOT it studders in higher rpm like 5 then will jump to 6. also i will just be cruising around and the car will want to die then i give it gas and it goes. then it will start to die again. does this like 5 to 8 times then it stops. put a fuel filter and fuel pump in thinking it was a fuel issues but it wasent. the car has not been tuned yet. and im not sure if all this is a tuning issue or if there is something wrong with my motor ? i also have set of shitty obx wires on it right now and if you touch them they will shock you. i was woundering if the wires were gronding themsevles out or something. any info would be awsome cuz im without a car thanx a lot

My setup
eagle rods
je pistons 10:5
acl bearings
supertech valvetrain
type r cams
stock cam gears

if the new wires don't take care of the problem may be the distributor.....i had a similar problem a while back (ls/vtec build), i get in my car to go to work one morning and it's bogging like hell and wanted to die as soon as i would let go of the gas, had to drive it back home (barely managed to). i thought it was a fuel related problem also, but it ended up being the distributor that was causing it to bog and die out.....
