Is the proper way to meausre a sway bar by finding its circumference or diameter?

I just bought an ITR 22mm rear sway bar and was wanting to double check..

Diameter. Wall thickness also plays a role in determining rate for hollow bars.

measuring diameter is going to be easier and more accurate.

dont rely on open wrenches tho. use a proper caliper.
