Usually wheels that are 16.5 are for industrial or commercial applications.

I think the military Hummers come with 16.5 and some of the smaller Hino trucks.
With that said your tire choices will be greatly limited to the swampers that the Hummer uses or the hwy tires that large trucks use.

 

Michelin made their TRX series tires in the late 70s and early '80s for 14.5", 15.5" and 16.5" rims. Certain cars came from the factory with them but most people switched to normal wheels when they discovered how hard the TRX tires were to find and how much it cost to replace them. I know Escort GTs and Mustang GTs around '83 or '84 had them, I think some BMWs and the Ferrari 512 BB. I'm not sure what else.
