yes. if u dont the paint will peel off, or mabe even run down the lip ur painting before it even adheres. if u dont want to primer, but u should, u can just scufff it with a 3m red scuffing pad and clean it with wax/grease remover. but at that point u might as well just spray some cheapoxy primer after scuffing and lay the paint on right over it
