Default When it's cold car won't start

I have a 95 Civic and when the temps get below 60 or so the car doesn't want to start. It doesn't turn over or anything. The only thing that happens is the dash lights come on. After a minute or so of trying to get it to start it will usually start or at least begin to crank a little and then turn over and fire up. I just changed the fuel filter. Changed the spark plugs, rotor and cap a few months ago but I haven't changed the wires recently. I know I need to do that but that doesn't seem like the only thing keeping my engine from firing up.

are the dash lights dim? if its not turning over then i would guess battery or ground

nope it's a new battery and ground should be good i just tightened it down not to long ago

how does the car run in the summer? and once it does start how does it run? Just like normal i mean it revs fine, hits vtec, ect? Is it sluggish does it knock or make any strange noises? Does it smell weird or anything else strange going on? If its really hard to turn over, there could be some kind of mechanical problem keeping from starting easily, like an accessory that is seized up like an AC compressor.

in the summer it seems to run fine. Starts up with no problems runs a little rough at times but not all the time. It does seem sluggish but I think that might be the humidity here cause on cool dry days the very few that we have it runs great. by cool i mean 65-75. When it's colder it doesn't start at all it does nothing but dash lights and I hear the fuel pump. I do need to clean out the FITV so my idle goes back to normal. Idle fluctuates right now but just when it's cold and only after the car has been started and not allowed to warm up some before being driven. I am gonna try to clean out the FITV this week before our next cold spell to see what happens.
